The problem that Oppenheim faced is that there was no mathematics to make that junction of quantum and classical physics happen: Physicists had mathematics to deal with quantum systems, and mathematics to deal with non-quantum systems, but no mathematics to deal with a mixture of both. So, Oppenheim had to go and develop that mathematics himself.
