If what you want is Windows 10, or any other Windows client OS, you will need to look at VDI which requres a VDA license for each individual desktop. That being said, VDI is a much more complex configuration than a TS/RDS server, which would need to run on a Windows Server OS and would require a RDS CAL for either user or device (usually device licensing is a better model, but can vary on your organization).
