an Iso is basically a virtual copy of a disk, so in essence if you had an ISO of windows 7, then technically it would be bootable. but you have to mount an ISO to be read. so in the physical world that would be a CDrom, software would be needed to load it in virtual or boot files to make a usb boot it. something to that effect
