In a 2018 interview with the Guardian, Nintendo general manager of development Shinya Takahashi discussed their development process in terms of these types of projects, discussing how once a project has been decided on, the project is dictated by the first phase, where a small group is assigned to the project, often not senior staff but just general developers who come up with and play around with ideas. Citing Super Mario Odyssey as an example where they had several small groups come up with ideas that were then merged into the final product. He went on to discuss how in early development they find the right mission behind each project and then allow that to inform how the smaller development teams will begin with generating ideas.
