He sought toconsolidate his Austrian lands, reformed the monetary system inGermany, and reorganized the Aulic council (Reichshofrat).Less masterful but more popular than his brother, whosecharacter overshadows his own, he was just and tolerant, a goodCatholic and a conscientious ruler.
