It seems that since iTunes 12.10.9, the Core Audio codec is no longer distributed in the AppleApplicationSupport64.msi package, but is part of the iTunes64.msi package. As part of that change, the install folder of CoreAudioToolbox.dll changed so fre:ac now fails to detect it.
