I'm having the same issues and I have the RTX 2080 too. I posted in a different section because I didn't see this one. I found cutting back on my World Objects and Texture Quality settings to Medium instead of High has given me the smoothness I was looking for....No Panning Stutters. I tested with Just Flights Archer 3 at KJFK and KORD with downloaded real weather which was overcast with heavy clouds...no stutters when panning...maybe one or two hick-ups here or there but other than that my stutter problem is gone. Yea I know...everyone likes the High settings...me too but sometimes less is more. Even with settings at Medium everything still looks good and it's much smoother and I don't have to be concerned with stutters anymore. Also make sure VSYNC in the Nvidia Control Panel is set to "FAST".
