For what it's worth, it's October 2020 and I'm having the same issue... except that I'm on a MacBook. 2020 macBook Pro 13in, macOS Catalina 10.15.7. Using a Logitech wireless mouse, MX-Master 2. My mouse scroll wheel is perfectly fine on other programs, and it works fine whether I connect it to my comupter via Bluetooth or via the USB dongle. I can change my mouse scroll wheel speed using either macOS System Preferences, or via Logitech's "Logi Options" and "Logi Options Daemon" program add-on. The *only* application on my entire computer that refuses to follow the rules is Adobe DC Reader. It's been like this for months. The current Adobe Acrobat Pro DC version I'm running is v.2020.012.20048.
