I suggest that you update to Windows 10. Figure out why you can't boot from a Windows installer flash drive. Post details here if required. Or, especially if it's an old low-performance laptop, maybe install a Linux OS made for weaker systems, such as Xubuntu or Lubuntu or Puppy.
