in 1996 when describing the process for writing the 3rd edition chaos space marine codex they were trying to summarize the rules found in the realm of chaos books and only really changing the rules found there in not the background. Obviously if they were retconning chaos they wouldn't be summarizing books they would be completely rewriting the background
