Furthermore, we do not recommend the use of installer-based images for virtual machines; we strongly encourage the use of boot-in-place cloud images, which are a more fit-for-purpose technology. Proxmox uses KVM as a backend, so the downloadable image at -images.ubuntu.com/focal/current/focal-server-cloudimg-amd64.img should work, when configured using cloud-init.
