Having said that, there is a real kludgy way to force the flash on: force the camera into night mode by pointing it at a dark area, then click on the night mode icon at the top, which then brings up controls at the bottom. Click on the night mode icon at the bottom, click on the flash, and you can force it on, which remains on when you move camera out of the night mode zone.
