The good news is that provided you can get access to another computer, other than a Chromebook, then you can download Windows 10 and load it onto a USB stick. The simplest method for you is on a Windows PC (that you can access to) you install Windows Media Creation Tool (MCT) and download a Windows 10 iso and use the tool to create a USB which will boot on the laptop. The USB has to be 8 GB or more in capacity. Windows will offer the iso appropriate for the PC you are using to create the MCT which could be Windows Home OEM, etc, and you need an iso good for your actually laptop otherwise it will not activate the licence.
