After creating an outbound call rule the scope will be set to for that rule. This means that outbound rule will be used on all CallBridges in a cluster. For outbound rules that point towards Lync/Skype we need to use different contact and from headers depending on which CallBridge we are on. In order to do this we need to create a different outbound rule for each CallBridge where the contact/from fields match that CallBridge. Using the API we need to set the scope of these outbound dial rules so that they are only processed on the CallBridge that matches that rule.
