The Totara registration process is very different from the Moodle registration process for all these reasons and more. Two different companies, two different products, two different support models. Totara registration is designed for our support subscription customers and partners, and is deliberately disabled in Seedlings as it is an evaluation version that is unsupported and should definitely not be running in a production environment.
