Open Vivaldi > Settings > Start Page, and ensure that the Show Background Image checkbox is checked. This tells Vivaldi to use an image for its background image (wallpaper). Find the last entry the reads Change, and change the custom image to the image file (vivaldi_wallpaper.jpg in this example) just added to the custom directory.
