It will not change the dscp values (see Configuring differentiated services | FortiGate / FortiOS 6.0.0 | Fortinet Document Library example 2 shows receiving firewall B not changing the marking even though diff services is disabled). Technically the firewall uses TOS not dscp but maps the dscp to tos from the ip header.
