If you want to check whether the template is requested correctly during provisioning, just have a look at your log file in /var/log/foreman/production.log. It should print Started GET "/userdata/user-data" for shortly after the deployment started. If this message is not printed, your host does not reach this stage and might have an error running the boot files.
